Pilot Evaluation: Community Members, Participants and Non-Participants

The B.C. Government has developed a woodstove exchange program designed to encourage residents to replace old, smoky woodstoves with clean-burning appliances. The initiative is running as a three-year pilot program in the Highway 16 corridor of the Skeena region. Similar programs are operating in other regions. This report provides an initial evaluation of the pilot Highway 16 program, based on three public-opinion surveys of community members, participants and nonparticipants.
